Performance
Scan speeds for manual-feed scanners are of limited use, as much depends on how fast you can feed the paper into the scanner. I timed scans using FineReader at the default 300 dpi resolution and grayscale mode. For simplex scans, it averaged 13.5 seconds to scan and process a page before it would accept and scan another page, for a clip of 4.4 pages per minute (ppm). With duplex scanning, it averaged 16 seconds per page, or 7.6 images per minute (ipm), with each side of the page counting as an image. Both times are marginally slower than the Plustek MobileOffice D412 , and considerably slower than the Editors' Choice Canon imageFormula P-215 Scan-tini Personal Document Scanner ($325 direct), which averaged 6.3 ppm and 12.6 ipm in simplex and duplex scanning, respectively.

In our OCR testing using Abby FineReader ?(the one real "keeper" software program included in the bundle), the D430 did particularly well with Times Roman, reading the text perfectly at all sizes down to 5 points. With Arial, it made a single mistake at both 10 points and 8 points, but read all text cleanly at 6 points. It did a so-so job on business-card scanning; it was mistake free on a few cards, but most had at least two mistakes.

The D430 is a worthy scanner, suitable for its intended role. It's best for scanning loose paper and one- or two-sided single-page documents in addition to ID cards, as it lacks an automatic document feeder (ADF). It is a bit pricey for its capabilities. ?The Editors' Choice Canon imageFormula P-215 Scan-tini Personal Document Scanner also scans in duplex and can handle ID cards, but adds a 20-sheet automatic document feeder (ADF) to the mix. If you don't need to scan plastic cards, the Editors' Choice Canon imageFormula P-150 Scan-tini and Fujitsu ScanSnap S1300 each provide duplex scanning and an ADF.

US sprinter out of Olympics after doping test

(AP) ? Relay sprinter Debbie Dunn has withdrawn from the U.S. Olympic team after testing positive for excessive testosterone.

Dunn, who finished fourth in the 400 meters at Olympic trials, was selected for the American relay pool. She is the 2010 world indoor champion at 400 meters.

In a statement Friday, she acknowledged a positive doping test and said she was withdrawing from the Olympics while the U.S. Anti-Doping Agency resolves the case.

USADA CEO Travis Tygart said the agency is analyzing Dunn's 'B' sample, and that "USADA appreciates Ms. Dunn voluntarily removing herself" from the team while the case is pending.

No replacement was immediately named. USA Track and Field CEO Max Siegel said Dunn did the appropriate thing by withdrawing.

His former Chelsea teammate Nicolas Anelka also plays for Shanghai Shenhua, which is struggling near the bottom of the 16-club league, the Guardian noted.

The team, majority-owned by businessman Zhu Jun, is coached by former Argentina manager Sergio Batista.

An Idea For Eliminating Student Loans | Wall Street Oasis

I, like many of you, have a ton of student debt. There are news articles and threads almost every day about ?horror stories?, concerns of a bubble, and the transformation of recent graduates into indentured servants. The thing that continually strikes me is that the student loan conversation always revolves around the fact that school is paid for with loans.

Why not instead pay the university back for your education by letting it take an equity investment in you?

So here's my bass-ackwards idea: Eliminate annual tuition.

Neither the schools nor the students actually receive any money up front. Instead the school is paid by receiving a certain percentage of the student?s gross income for, say, 10 years after graduation. It comes out of the graduate?s paycheck just like taxes do but it doesn?t go to the federal government, it goes straight to the university.

In order to plug the gap created by the elimination of annual tuition, the university issues its own short term bonds. These bonds must be paid back once the university starts receiving cash flow from graduates. Once the university has incoming cash flow, it becomes ineligible to issue more bonds.

In my mind there shouldn?t be a motivation on the student?s part to take lower paying work or shelter income to avoid paying the tax. Except for a specific subset of the population, I don?t think anybody actually wants to waste their life working in a coffee shop.

The motivation for the university is there to help its students get the long term highest-paying jobs they can, because that?s the only way the university is paid for the education services it provided.

The university is literally invested in the success of each and every student. No more tuition hikes to build a new recreation center because the gravy train of guaranteed federal funds is gone.

This isn?t income-based repayment in the sense that you originally borrowed a certain amount and have flexibility in repaying that fixed amount.

I know the idea is rather convoluted and might not work in actual practice (I haven?t actually crunched any numbers). I also know that the value of a profession is more than just a person?s salary. The world actually needs at least a few English teachers too.

I?m curious to hear from you guys and gals what creative ideas you might have for reworking the education finance system? Would you be willing to give a percentage of your salary to your university for 10 years, 20 years, or even for the rest of your life? Going to an even bigger and more philosophical question, how do you value an education?

Microsoft's first international store set to open this fall in Canada

Living it up in the True North and wishing there was a Microsoft Store near you to take advantage of that subsidized Xbox 360 deal? Or, you know, give Windows Phone a run for its money? Well, if all goes according to plan, you might be able to do just that pretty soon -- this fall, to be exact. According to Canadian Reviewer, Redmond's own Tedd Ladd has told the site his company's about to open up one of its decorated retail shops in the Land of Poutine later this year, with Yorkdale Shopping Centre in Toronto being chosen as the place to help kick things off internationally. Currently, all of Microsoft's 20 B&M stores are in the US of A, so this would mark the outfit's first outside of the States -- and surprisingly enough, Ladd also mentioned this will be the 31st when it opens, perhaps hinting that there's some more on the way.

Where to start? The Catholic Church is not a public company with a board of directors and a CEO, though the management tries to treat it like one. It is technically the "ekklesia", the community of believers who were called out by Jesus to bear witness to his teachings. If (as is actually the case) the majority of individual Catholics ignore the Pope on a range of issues, that just shows that the leadership is out of touch; seriously, Ratzinger isn't in a position to fire all the people who disagree with him, though it would be funny if he tried.

The greatest theologian of the Catholic Church, Hans Kung, is barred from teaching doctrine by the same Ratzinger. In effect, Catholic thought has been hijacked by a relatively small clique of backward authority figures. You could say the same thing about the British Conservative Party and the Church of England. Comment on the USA would be superfluous, as HuffPost does a rather thorough job. Eventually, Popes die.

The point is that Melinda Gates is more typical of Catholics than is the Pope, and Hans Kung articulates the beliefs of educated Catholics far better than Ratzinger's entire hierarchy. It is the Pope that needs to go into unearned retirement.

And, for information, I'm a kind of atheist. I just think that clear thinking about what goes on in religions is much better than simple name calling.

Source: Google to pay $22.5M fine in privacy case

SAN FRANCISCO (AP) ? Google is poised to pay a $22.5 million fine to resolve allegations that it broke a privacy promise by secretly tracking millions of Web surfers who rely on Apple's Safari browser, according to a person familiar with settlement.

The person who spoke to The Associated Press Tuesday asked not to be identified because the fine has yet to be approved by the Federal Trade Commission, which oversees online privacy issues in the U.S.

If approved by the FTC's five commissioners, the $22.5 million penalty would be the largest the agency has ever imposed on a single company.

Even so, the fine won't cause Google Inc. much financial pain. With $49 billion in the bank, the Internet's search and advertising leader is expected to generate revenue this year of about $46 billion, which means the company should bring in enough money to cover the fine in slightly more than four hours.

But the circumstances surrounding the case may renew questions about the sincerity of Google's "Don't Be Evil" motto and raise doubts about the company's credibility as it grapples with broader regulatory investigations into whether it has been abusing its influential position on the Internet to stifle competition.

"We do set the highest standards of privacy and security for our users," Google said in a statement Tuesday. The company, which is based in Mountain View, Calif., emphasized the tracking technology inserted into the Safari browser didn't collect any personal information.

Google will not acknowledge any wrongdoing under the proposed settlement, according to the person familiar with the terms.

The FTC declined to comment Tuesday.

The proposed settlement was first reported by The Wall Street Journal.

The FTC opened its investigation five months ago after a researcher at Stanford University published a study revealing that Google Inc. had overridden Safari safeguards that are supposed to prevent outside parties from monitoring Web surfing activity without a user's permission.

The tracking occurs through snippets of computer coding, known as "cookies," that help Internet services and advertisers target marketing pitches based on an analysis of the interests implied by a person's Web surfing activity.

Google immediately withdrew its intrusive technology from Safari after the manipulation was reported.

But the circumvention of Apple's built-in settings appeared to contradict a statement in Google's online help center assuring users of Safari on personal computers, iPhones and iPad that they didn't need to do anything more to ensure their online activities wouldn't be logged by Google.

The apparent contradiction between Google's words and actions became the focal point of the FTC investigation. That's because Google late last year had settled with the agency on another privacy case revolving around a now-defunct service, called Buzz, that exposed people's email contacts when it debuted in early 2010.

The uproar over Buzz culminated in Google signing a 20-year consent decree that, among other things, included a company pledge not to mislead consumers about its privacy practices.

Each violation of the decree is subject to a daily fine of $16,000. The penalty in the proposed settlement of the Safari case doesn't appear to be based on that formula, given that millions of people were using the browser for about four months between the time the Google signed the consent degree in October and the unauthorized tracking ceased in February.

By demanding that Google pay a record amount, the FTC may be trying to send a message that it intends to be more vigilant about privacy missteps as people conduct more of their lives online. The agency has been pushing Internet services and advertisers to voluntarily agree to refrain from tracking Web surfers' activities without prior permission, but those calls so far haven't been universally embraced.

Google's fine would surpass a nearly $19 million penalty that the FTC slapped on a telemarketer accused of duping people into believing they were donating to charities.

The FTC's contention that Google reneged on its vow to be more forthright about its privacy practices comes at a time when the company is immersed in other government probes around the world that threaten to have a bigger impact on its business.

Just last week, Google submitted a proposal aimed at satisfying European regulators who have been investigating whether the company is unfairly highlighting its own services in its Internet search results while burying links to rival sites. The details of Google's settlement offer haven't been revealed.

The FTC is also examining many of the same issues under scrutiny in the European probe. Although that case is a separate matter, it may have swayed Google's decision to settle the Safari privacy probe instead of defending its actions in court against the same agency in charge of the higher-stakes antitrust investigation.

Google has insisted its circumvention of Safari's anti-tracking tools was inadvertent. The company has traced the mistake to changes Apple Inc. made to Safari in 2010. Google engineers weren't aware of the Safari revision, resulting in the unintended tracking of Web surfers when the company only meant to make a minor tweak so people could press a button to show they liked an ad or Web page. The mix-up caused a conflict with the statement on Google's help page, according to Google.

"The FTC is focused on a 2009 help center page published more than two years before our consent decree, and a year before Apple changed its cookie-handling policy," Google said in its Tuesday statement.

Google initially sought to brush off another breach of privacy as a lapse of its internal controls, only to have regulators later present evidence that that company may have known more about the snooping than it divulged.

When Google revealed in that company cars dispatched to photograph neighborhood streets had collected emails, search requests and other personal information transmitted over Internet routers unprotected by passwords, the company blamed a rogue engineer who had written a snooping program. Earlier this year, the Federal Communications Commission released a report that concluded the engineer had told a senior manager at Google and other company employees about the data-collecting software.

The FCC didn't find any evidence that Google broke the law, but fined the company $25,000 for obstructing its investigation.

The FTC's proposed fine in the Safari case was applauded by Consumer Watchdog, a frequent critic of Google's privacy practices.

The penalty "sends a strong message about the seriousness of Google's wanton and egregious privacy violation," said John Simpson, director of Consumer Watchdog's privacy project.

An industry think tank, the Information Technology & Innovation Foundation, defended Google and warned the FTC's crackdown may discourage other companies from sharing more information about their privacy policies.

"Unfortunately the FTC's proposed settlement shows that the FTC is focusing its limited resources on penalizing companies for unintentional actions that do not result in any actual user harm rather than directing these resources at cases where users suffer real harm or companies intentionally tried to mislead users," Daniel Castro, an analyst for the group, wrote in a Tuesday blog post.

The cause of rapid sea level rise in the past has been found by scientists at the University of Bristol using climate and ice sheet models.

The process, named 'saddle-collapse', was found to be the cause of two rapid sea level rise events: the Meltwater pulse 1a (MWP1a) around 14,600 years ago and the '8,200 year' event. The research is published today in Nature.

Using a climate model, Dr Lauren Gregoire of Bristol's School of Geographical Sciences and colleagues unearthed the series of events that led to saddle-collapse in which domes of ice over North America became separated, leading to rapid melting and the opening of an ice free corridor. Evidence of these events has been recorded in ocean cores and fossil coral reefs; however, to date the reason behind the events was unclear and widely debated.

Ice domes up to 3 km thick (three times the height of Snowdon), formed in regions of high snowfall and higher topography, such as the Rocky Mountains. Together with the saddles lower valleys of ice between the domes these made up the ice sheet.

Towards the end of the last ice age, at the time of mammoths and primitive humans, the climate naturally warmed. This started to melt ice at increasingly high elevations, eventually reaching and melting the saddle area between the ice domes. This triggered a vicious circle in which the melting saddle would lower, reach warmer altitudes and melt even more rapidly until the saddle had completely melted. In just 500 years, the saddles disappeared and only the ice domes remained.

The melted ice flowed into the oceans leading to rapid sea level rises of 9 m in 500 years during the Meltwater pulse 1a event 14,600 years ago and 2.5 m in the second event, 8,200 years ago.

Dr Gregoire, lead author of the study, said: "We didn't expect our model to produce such a rapid sea level rise. We got really excited when we realised that the events we simulated corresponded to real events!"

In the model, Dr Gregoire found that saddle-collapse could explain a significant amount of the sea level rise observed: "The meltwater pulse produced by the saddle-collapse can explain more than half of the sea level jump observed around 14,600 years ago. The rest probably came from the progressive melting of ice sheets in Europe and Antarctica."

This research not only identifies the process which caused the melting of the North American ice sheet and the trigger for rapid sea level rises in the past, but also increases our understanding of the nature of ice sheets and climate change, allowing further questions to be posed and, with more research, answered.

Research like this allows climate and ice sheet models to be tested against evidence from the real world. If climate models are able to reflect patterns observed in natural records our confidence in them increases. This is particularly relevant where the models are also used to investigate the effect of climate change on ice sheets in the future.

The cause of rapid sea level rise in the past has been found by scientists at the University of Bristol using climate and ice sheet models.

The process, named 'saddle-collapse', was found to be the cause of two rapid sea level rise events: the Meltwater pulse 1a (MWP1a) around 14,600 years ago and the '8,200 year' event. The research is published today in Nature.

Using a climate model, Dr Lauren Gregoire of Bristol's School of Geographical Sciences and colleagues unearthed the series of events that led to saddle-collapse in which domes of ice over North America became separated, leading to rapid melting and the opening of an ice free corridor. Evidence of these events has been recorded in ocean cores and fossil coral reefs; however, to date the reason behind the events was unclear and widely debated.

Ice domes up to 3 km thick (three times the height of Snowdon), formed in regions of high snowfall and higher topography, such as the Rocky Mountains. Together with the saddles lower valleys of ice between the domes these made up the ice sheet.

Towards the end of the last ice age, at the time of mammoths and primitive humans, the climate naturally warmed. This started to melt ice at increasingly high elevations, eventually reaching and melting the saddle area between the ice domes. This triggered a vicious circle in which the melting saddle would lower, reach warmer altitudes and melt even more rapidly until the saddle had completely melted. In just 500 years, the saddles disappeared and only the ice domes remained.

The melted ice flowed into the oceans leading to rapid sea level rises of 9 m in 500 years during the Meltwater pulse 1a event 14,600 years ago and 2.5 m in the second event, 8,200 years ago.

Dr Gregoire, lead author of the study, said: "We didn't expect our model to produce such a rapid sea level rise. We got really excited when we realised that the events we simulated corresponded to real events!"

In the model, Dr Gregoire found that saddle-collapse could explain a significant amount of the sea level rise observed: "The meltwater pulse produced by the saddle-collapse can explain more than half of the sea level jump observed around 14,600 years ago. The rest probably came from the progressive melting of ice sheets in Europe and Antarctica."

This research not only identifies the process which caused the melting of the North American ice sheet and the trigger for rapid sea level rises in the past, but also increases our understanding of the nature of ice sheets and climate change, allowing further questions to be posed and, with more research, answered.

Research like this allows climate and ice sheet models to be tested against evidence from the real world. If climate models are able to reflect patterns observed in natural records our confidence in them increases. This is particularly relevant where the models are also used to investigate the effect of climate change on ice sheets in the future.
