Draft-Legal Racing Heads To Dallas With ITU Pan American Cup

2012 U.S. Olympic Triathlon Team qualifiers Laura Bennett and Manuel Huerta highlight a field of more than 70 international athletes set to compete Saturday at the Dallas ITU Pan American Cup.

The draft-legal Olympic-distance race (1,500-meter swim, 40-kilometer bike, 10-kilometer run) will feature nearly 40 Americans competing on their home soil. The women will race at noon, followed by the men at 2:45 p.m.

On the women?s side, Bennett (Boulder, Colo.) returns to ITU action for the first time since recording her first career World Triathlon Series podium finish and punching her ticket to London at the May 11 ITU World Triathlon San Diego. She swam collegiately in the Dallas area at Southern Methodist University.

Additionally, 2011 USA Triathlon Rookie of the Year Kelly Whitley (Colorado Springs, Colo.) of the Elite Triathlon Academy and 2011 USA Triathlon Under-23 Athlete of the Year Kaitlin Shiver (Melbourne, Fla.) are slated to race after making their ITU World Triathlon Series debuts in San Diego.

On the men?s side, Huerta (Miami, Fla.) will race for the first time since qualifying for the London Games with a ninth-place finish at the May 12 ITU World Triathlon San Diego. Joining Huerta in the men?s field is Kevin Collington (Orlando, Fla.), who owns a pair of top-five Pan American Cup finishes in 2012, and USA Triathlon Project 2016 program member Joe Maloy (Wildwood Crest, N.J.)

Reigning ITU Junior World Champion Lukas Verzbicas (Colorado Springs, Colo.) and Elite Triathlon Academy teammates Kevin McDowell (Colorado Springs, Colo.) and Ryan Bice (Colorado Springs, Colo.) also will compete.

A handful of athletes with Dallas-area ties are slated to compete, including 2012 Elite Duathlon National Champion D?Ann Arthur (Dallas, Texas), the husband-and-wife tandem of Barrett and Lauren Brandon (Fort Worth, Texas) and rising star William Huffman (Colleyville, Texas).

In addition to the ITU Pan American Cup, Dallas also hosts the PlayTri Youth F1 (ages 12-16) and Elite Development Races (ages 16-23) Saturday morning. These sprint-distance events are designed to provide top up-and-coming triathletes with draft-legal racing experience. Action begins at 7 a.m. with the women?s Elite Development Race.

Summer Travel ? Insurance for Pumps?

Traveling with diabetes

Now that the summer season is upon us, have you considered the importance of insuring the insulin pump that you or your loved one is wearing?

Can you imagine your 18-year-old Type 1 daughter calling you from Thailand to tell you she?s lost her insulin pump?? What if your husband has accidentally left his insulin pump in the hotel sports gym (disconnecting for a good reason) but now it?s gone missing?? And what if your pump has been picked up by your 2-year old son and thrown in a pool of water?

One mother contacted me today because her daughter is traveling to Thailand with a group from school as a year-end summer trip.

?What happens if her pump is stolen? Or is she loses it?? What if she drops it and smashes it to pieces??

It?s a topical subject.? Earlier in May, 16-year old Savannah Barry, traveling with school classmates was forced by the TSA to walk through the body scanner at the Salt Lake City Airport (Utah) on her way back home to Denver, Colorado.? (See the story here.)? Her pump was damaged beyond repair, and TSA was, for the most part, silent. ??They were not prepared to speak on the subject (or buy the young woman a replacement.)

The fact is that these kinds of episodes with the TSA happen a great deal.? In fact, traveling is never easy and the insulin pump ? a device intended to make life with diabetes better ? can be damaged, lost or stolen at any moment?especially when you least expect it.? (FYI, do not expose your pump to any form of x-Ray ? including the Body Scanner or the scanner belt (where you place your shoes and bags).? Animas has a guide here for insulin pump strategies at the airport.

Fortunately for Miss Barry and her family, Animas sent her a replacement pump free of charge, but this is not standard protocol.? What is?? What kind of insurance offers the right kind of coverage, if any?

Close to the edge!

None of the insulin pump manufacturers offer insurance for insulin pumps.? Nor do any of the manufacturers offer advice on what kind of insurance a patient should buy to cover their insulin pump.? Fair enough.? Apple computer doesn?t tell me to insure all the computers in my home.? The only difference here is that insulin pumps save lives.

Warranties for insulin pumps are usually good for four years but DO NOT cover the following:

Medtronic:? 1. Damage results from any attempted changes or repairs performed by any party other than Medtronic.? 2. Damage results from an event beyond the control of Medtronic. 3. Damage results from negligence or improper use.? 4. Warranty may vary based on international locations.

Animas goes even further:? 1. Changes or modifications to the pump by the user or any other third person after the date of manufacture. 2. Service or repairs performed by any person or entity other than an Animas-authorized service person. 3. A force majeure or other event beyond the control of Animas.? 4. Accidents, negligence, misuse, or abuse of the pump by the user or any other third person, including, but not limited to, improper storage of or physical abuse such as dropping or otherwise damaging the Animas insulin pump. 5. Normal ?wear and tear,? including but not limited to cosmetic damage such as scratched display lenses and/or scratched paint

OmniPod: ?1.Changed or modified by any person or entity other than Insulet Corporation. 2. Serviced or repaired by any person or entity other than Insulet Corporation. 3. Damaged by an act of God, misuse, abuse, negligence, accident, wear and tear, unreasonable use, or by other causes unrelated to defective materials or workmanship.

Medtronic as it turns out are the good guys in this discussion.? They will offer any Medtronic pump user a free loaner for 90 days regardless of the problem ? such as loss or ?theft.? However, after 90 days, you are on your own.? (Information from the Medtronic USA Customer Service hotline).

Medtronic also offers a loaner pump program for traveling, but neither OmniPod or Animas do.? At $800 for the OmniPod PDM (Personal Diabetes Manager) compared to $8000-10000 for the Medtronic or Animas Pump ? it?s difficult to understand OmniPod?s tough policy.? For Medtronic pumpers, the travel loaner program costs $50 (the cost of shipping the pump to your home or office) and you are charged $3600 if you lose the loaner.? See here for instructions.

In terms of household insurance coverage, a pump won?t be covered by most policies unless you are prepared to make an upgrade, which will raise your premium.? Call your household insurance policy contact for more information specific to your coverage.? Some policies will cover for loss, damage and theft inside and outside of the home while other policies will only cover inside the home and other policies won?t cover any medical devices.? If you live in the UK, then you are lucky.? There is one company ? developed by the mother of a type 1 child ? which provides insurance coverage specifically for insulin pumps called, Insurance 4 Insulin Pumps.? Check it out.

Travel insurance policies normally will not offer coverage for a medical device.? It?s worth checking your policy or credit card insurance ? such as American Express for details.

Health and Travel Insurance Tips

Finally, if traveling abroad and this is especially intended for young adults on a summer holiday without adults or for those on a GAP year, keep the following to mind:

  • Purchasing a Travel insurance policy to cover illness, loss and theft is essential, regardless of the lack of insulin pump cover.? There are risks when traveling with diabetes, and hospitalization for DKA or infections are frequent.? Often, if traveling in remote areas, transport is essential and often costly.
  • Medical coverage varies from country to country.? Find out all you can before traveling.? Home country Embassies located in destination countries will offer you all the information you need.? (US Embassy site here.)?
  • Find out what your medical insurance covers and doesn?t cover when you are traveling or are abroad.? Make sure that your pre-existing condition will always be covered no matter where you go.

Ketamine improved bipolar depression within minutes

Bipolar disorder is a serious and debilitating condition where individuals experience severe swings in mood between mania and depression. The episodes of low or elevated mood can last days or months, and the risk of suicide is high.

Antidepressants are commonly prescribed to treat or prevent the depressive episodes, but they are not universally effective. Many patients still continue to experience periods of depression even while being treated, and many patients must try several different types of antidepressants before finding one that works for them. In addition, it may take several weeks of treatment before a patient begins to feel relief from the drug's effects.

For these reasons, better treatments for depression are desperately needed. A new study in Biological Psychiatry this week confirms that scientists may have found one in a drug called ketamine.

A group of researchers at the National Institute of Mental Health, led by Dr. Carlos Zarate, previously found that a single dose of ketamine produced rapid antidepressant effects in depressed patients with bipolar disorder. They have now replicated that finding in an independent group of depressed patients, also with bipolar disorder. Replication is an important component of the scientific method, as it helps ensure that the initial finding wasn't accidental and can be repeated.

In this new study, they administered a single dose of ketamine and a single dose of placebo to a group of patients on two different days, two weeks apart. The patients were then carefully monitored and repeatedly completed ratings to 'score' their depressive symptoms and suicidal thoughts.

When the patients received ketamine, their depression symptoms significantly improved within 40 minutes, and remained improved over 3 days. Overall, 79% of the patients improved with ketamine, but 0% reported improvement when they received placebo.

Importantly, and for the first time in a group of patients with bipolar depression, they also found that ketamine significantly reduced suicidal thoughts. These antisuicidal effects also occurred within one hour. Considering that bipolar disorder is one of the most lethal of all psychiatric disorders, these study findings could have a major impact on public health.

"Our finding that a single infusion of ketamine produces rapid antidepressant and antisuicidal effects within one hour and that is fairly sustained is truly exciting," Dr. Zarate commented. "We think that these findings are of true importance given that we only have a few treatments approved for acute bipolar depression, and none of them have this rapid onset of action; they usually take weeks or longer to have comparable antidepressant effects as ketamine does."

Ketamine is an N-methyl-D-aspartate (NMDA) receptor antagonist, which means that it works by blocking the actions of NMDA. Dr. Zarate added, "Importantly, confirmation that blocking the NMDA receptor complex is involved in generating rapid antidepressant and antisuicidal effects offers an avenue for developing the next generation of treatments for depression that are radically different than existing ones."

It has had a long-time problem with a mouse infestation, and now after state inspections that have reported "thousands" of mouse droppings, it's in danger of getting shut down, reports Laura Northrop at the Consumerist.?

Reports of mice at the store date back to September, 2011, and the latest state reports reveal just how gross the place has gotten.

Here are all the "critical deficiencies" inspectors found in their last two reports, according to the sanitary inspection report:

  • 1st report: Nine pounds of food found to be rodent defiled with mouse droppings and gnaw marks. Product destroyed under signed waiver during inspection.
  • 3-4 fresh appearing mouse droppings and urine are present on soda shelves.
  • 4-5 fresh appearing mouse droppings are present near trap between displays in beer area.
  • 3-4 fresh appearing mouse droppings are present in retail dry fruit section.
  • 3-5 fresh appearing mouse droppings are present in retail bagged cereal.
  • 2-3 fresh appearing mouse droppings are present in retail bagged candy.
  • Over 1000 fresh appearing mouse droppings are present on floor between back of snack/chip display and back of egg and juice cooler.
  • Paper flyer being used as nesting material in retail canned soup area.
  • One very old mouse carcass is present in end of metal soda supports.
  • One very old mouse carcass is present in bait station end of product isle.
  • One mouse carcass is present in trap under end cap of snack/chip isle.
  • 2nd report: Cold cut platter was being made, with ready to eat food are subjected to cross contamination from romaine lettuce that was being used as garnish, worker was observed placing lettuce on platter without washing the lettuce. The package stated that the lettuce is to be washed before use. Tray was destroyed during inspection.
  • 2-3 fresh appearing mouse dropping are present on shelves near check out #17, gnawed Health Bar was noted on back of shelf.
  • 1-2 fresh appearing mouse droppings are present on shelves in check out areas.
  • 5-6 fresh appearing mouse droppings are present in check out #7, under shelf had been cleaned.
  • 2-4 fresh appearing mouse droppings are present on shelf in isle #8, package of dried blue berries exhibits gnaw marks. Package was behind cracked crumb pie crust.
  • 4-5 fresh appearing mouse droppings are present isle #4 dried fruit area.
  • 10-20 fresh appearing mouse droppings are present in area being reset with Kosher items.
  • 10-20 fresh appearing mouse droppings are present soup section of isle #6, between Cup of soup & canned pasta.

(AP) ? Luke Donald put himself in position to regain the world's No. 1 ranking, shooting a 3-under 69 to take a two-stroke lead after the third round of the BMW PGA Championship on Saturday.

On a day of high scoring that led course designer Ernie Els to fiercely criticize European Tour officials for the state of the greens, Donald overcame tough, windy conditions as one of only three players to break 70.

Fellow Englishman Justin Rose is alone in second after a 69, while Peter Lawrie of Ireland (72) is two shots further back at 7 under.

Donald, the defending champion, needs to finish in the top eight to take over as No. 1 from Rory McIlroy, who missed the cut after a 79 on Friday.

Texas Judge Sentences Honors Student Diane Tran to Jail for Missing School

A Texas judge threw an 11th-grade honors student in jail for repeatedly missing school in the hope that he could make an example of her.

Diane Tran, 17, works two jobs while taking dual-credit and advanced placement classes at Willis High School in Willis, Texas, KHOU-TV reported. Her parents divorced and moved away, leaving her to support an older brother at Texas A&M University and a baby sister who lives with relatives. She lives with the family of one of her employers, the owners of a wedding venue.

Tran told KHOU she doesn?t want to miss school, but is so exhausted sometimes that she can?t make it to her morning classes before attendance is taken. Other times she even ends up missing the day entirely.

?She goes from job to job, from school she stays up ?til 7 o?clock in the morning doing her homework,? Tran?s friend Devin Hill told the station.

Judge Lanny Moriarty warned Tran back in April not to miss any more school; when she missed again last week, he issued a summons and had her arrested in open court Wednesday. Tran was sentenced to a night in jail and ordered to pay a $100 fine.

?If you let one (truant student) run loose, what are you gonna? do with the rest of ?em? Let them go too?? Moriarty asked.

He admitted to KHOU after the fact that he didn?t know the full circumstances of Tran?s situation. He said he might work to have the arrest removed from her record, where it would otherwise remain.

WASHINGTON ? President Barack Obama is paying tribute to veterans during Memorial Day weekend, honoring those willing to sacrifice their lives for their country.

Chinese WTO suit strikes back at U.S. duties

GENEVA (Reuters) - China launched a complaint at the World Trade Organization on Friday against U.S. import duties on 22 Chinese products that the United States says are unfairly priced or subsidized, including solar panels and steel products.

"China firmly opposes the abuse of trade remedy measures and trade protectionism," China's Ministry of Commerce said in a statement.

China's complaint counterattacks in areas where the United States has hit Chinese products with punitive tariffs, known as anti-dumping duties or countervailing duties, in recent years.

In Washington, U.S. trade officials criticized Beijing for bringing the case because they said the U.S. Commerce Department was already working to address issues raised by China and which stem from an earlier WTO appellate panel ruling.

"China's resort to dispute settlement is premature and not an appropriate use of dispute settlement system resources," said Nkenge Harmon, a spokeswoman for the U.S. Trade Representative's office.

"This step by China suggests that China does not really care what the United States does; rather, China has determined without benefit of the facts that whatever the United States does will fall short of what China would like to see," Harmon said.

Beijing launched the action the same day that a WTO panel issued a confidential ruling in a high-stakes case aimed at prying open China's huge electronic payments market for U.S. firms like Visa, MasterCard and American Express.

The U.S. Trade Representative's office in Washington confirmed it had received the decision, but said it could not comment until it is made public in coming weeks.

Visa, MasterCard and American Express also declined comment on the case, which dates to late 2010 and challenges China UnionPay's domestic monopoly over electronic payment services.

The United States argues China failed to follow through on its commitment to allow foreign companies to offer electronic payments services by December 2006, five years after its entry into the World Trade Organization.

U.S. SAYS STUDYING COMPLAINT

China said its complaint covers exports worth $7.3 billion, encompassing diverse products like citric acid, kitchen shelving and lawn groomers. It also includes wind towers, even though the U.S. Commerce Department's preliminary decision on those wind tower imports is not due until Wednesday.

Eight days ago, the U.S. Commerce Department set punitive tariffs on Chinese solar panels, which it said Chinese exporters had dumped on the U.S. market at unfairly low prices.

The United States hit Chinese steel pipe imports with hefty anti-dumping duties in 2010. Later that year it launched a trade suit over Chinese government grants to wind power manufacturers, but it did not pursue the case.

Harmon said the Office of the U.S. Trade Representative was studying the complaint and would respond in accordance with WTO rules.

"The Obama administration strongly supports the trade remedy laws, and was the first administration ever to apply a 421 safeguard to imports from China," she said. A 421 safeguard is a U.S. measure that allows manufacturers to request emergency restrictions on Chinese imports in response to a surge.

COMPLAINT WON

Last year China won a WTO complaint, similar to Friday's, against U.S. duties on imports of Chinese steel pipes, off-road tires and woven sacks. U.S. Trade Representative Ron Kirk called that decision "a clear case of overreaching" by the judges.

Many of China's grievances might have been dealt with by a U.S. court decision last year, which struck down the Commerce Department's ability to impose countervailing duties on "non-market economies" like China.

But the U.S. Congress voted to restore it in March, ensuring U.S. duties on about two dozen Chinese goods stayed in place.

China's new complaint, the seventh it has filed against the United States since it joined the WTO in 2001, comes as WTO chief Pascal Lamy flies to China for a four-day visit, during which he will meet Vice Premier Wang Qishan.

The legal process begins with China holding talks with the United States to seek an amicable settlement.

It may move to arbitration if the two cannot agree, and the United States could be forced to scrap its duties and even compensate China if it is found to have broken the rules.

The dispute adds more heat to a trade relationship that has barely stopped simmering, even though the United States has seen signs of China "making progress" towards easing restrictions on its currency, one of the biggest causes of friction.

The U.S. Treasury again shied away from calling China a currency manipulator in its semi-annual report on Friday.

Although the overall pace of China's export growth has slumped to single digits this year, its trade surplus with the United States set a record of more than $295 billion in 2011, putting extra pressure on U.S. manufacturers whose markets are still recovering from the financial crisis.

Lamy has repeatedly warned that the world needs to be on guard against any rise of protectionism in the wake of the financial crisis, although the threat of a global trade war has not yet become reality.

U.S. and Chinese politicians also deny they are in a trade war, but global trade tensions are rising, with Latin America becoming an increasing focus of trade disputes. On Friday, one of the most heated disputes flared into a European Union suit over Argentina's import restrictions.

India, which launched a trade complaint over U.S. duties on steel last month, is also threatening to take the United States to the WTO over U.S. visa fees for high-skilled foreign workers.

The WTO is also expected to rule soon on another Chinese-U.S. trade dispute. The case involves Chinese duties on U.S. exports of a specialty steel product known as grain-oriented electrical steel that Washington says are unjustified.

Iran is offered new plans to ease nuclear concerns

BAGHDAD (AP) ? Diplomats from six world powers offered Iran new proposals Wednesday to ease international concerns about its nuclear program, but appeared to reject Tehran's appeals to ease economic sanctions to help move along talks.

The proposal by the U.S. and its negotiation partners focused on Iran's highest-level uranium enrichment ? at 20 percent ? which many world leaders fear could be quickly turned into warhead-grade material. Other details of the plan were not immediately disclosed.

But the proposal may meet a swift refusal from Iran. Its envoys seek agreements to lessen, or at least delay, sanctions that have targeted Iran's critical oil exports and cut off the country from lucrative European markets.

"We hope the package that we put on the table is attractive to them so they will react positively," Mike Mann, spokesman for the head of the European Union delegation that is leading the talks, told reporters. "It's up to them to react."

Mann would not discuss whether the 20 percent level enrichment represented a red line that could again scuttle the negotiations, which had only restarted last month after collapsing in early 2011.

The high-enriched uranium is far above the level needed for energy-producing reactors, but is used in medical research. Iran claims its nuclear program is only for electricity and medical applications.

Tehran has tentatively agreed to allow U.N. inspectors to restart probes into a military base with suspected links to nuclear arms-related tests. Mann expressed cautious optimism about the still-unsigned deal with the International Atomic Energy Agency, but said it would have little bearing on Wednesday's talks.

Despite the new proposals, no breakthrough accords are expected in the talks in Iraq's capital, suggesting that all sides are still shaping their strategies and the negotiation process is likely to be long.

That could allow U.S. and European allies to significantly tone down threats of military action. But it would likely bring objections from Israel, which claims that Iran is only trying to buy time to keep its nuclear fuel labs in full operation.

Mann suggested that any rollback in sanctions was unlikely in the Baghdad talks. He said some of the most painful sanctions ? including a European Union ban on Iranian oil imports beginning July 1 ? are a "matter of the law and they will come into force when they come into force."

The Obama administration has been vague about its immediate goals, with officials saying the talks will gauge Iran's seriousness and explore elements of a possible agreement. A Western diplomat in Baghdad said the talks will focus on "confidence-building measures" that Iran's nuclear program is only being used for peaceful purposes.

"This approach includes concrete step-by-step, reciprocal measures aimed at near-term action," the Western diplomat said, speaking on condition of anonymity to discuss the delicate process more candidly.

Washington has shown little willingness to bargain, despite the tentative IAEA agreement to inspect the Parchin military complex southeast of Tehran. That's where the U.N. believes Iran ran explosive tests in 2003 needed to set off a nuclear charge. Tehran says Parchin is not a nuclear site.

Iran's top officials, including Supreme Leader Ayatollah Ali Khamenei, have repeated said that Iran does not seek nuclear arms and have called such weapons against Islamic principles.

During a visit to western Iran on Wednesday, President Mahmoud Ahmadinejad evoked Khamenei's belief that "production and use of weapons of mass destruction is forbidden" by Islam.

"There is no room for these weapons in Iran's defense doctrine," he said at a gathering to commemorate victims of Iraqi chemical weapons during the 1980-88 war with Saddam Hussein's Iraq.

He claimed a "WMD-free world is honest and wish of the Islamic republic."

Iranian analyst Hassan Abedini, who is being briefed by Iran's delegation, said Tehran expects the U.S and other world powers to offer some concessions in return for the tentative agreement with the U.N.'s nuclear agency.

"Now the ball is in the (world powers') court to reciprocate it," Abedini said Wednesday.

He said Iran is demanding "a give-and-take approach," to the negotiations.

The Baghdad talks, involving the five permanent U.N. Security Council members plus Germany, could offer a test of how much the U.S. and allies are willing to bend from demands for Iran to halt all uranium enrichment and instead concentrate on just stopping the highest-grade production.

Iran is sticking to its right to enrich uranium as a signatory of U.N. nuclear treaties. The West and others fear the level of enrichment Iran is doing can be turned quickly into weapons-grade uranium.

At the heart of the debate are sanctions the West has placed on Iran to force it to the bargaining table ? particularly on a European Union decision to cut all crude oil imports from Iran that are set to take effect July 1. The 27-nation EU accounts for just 18 percent of Iran's total oil exports.

Earlier this week, the U.S. Senate backed proposals for further sanctions on Iran, including requiring companies listed on U.S. stock exchanges to disclose any Iran-related business. U.S. and European measures already have targeted Iran's oil exports ? its chief revenue source ? and effectively blocked the country from international banking networks.

Oil fell to a seven-month low near $91 a barrel Wednesday in Asia on hopes of progress in the talks.

Baird defends support of Israel, offers few details on religious freedom office

WASHINGTON - Canada's foreign affairs minister was the keynote speaker Thursday at an event in the U.S. capital honouring religious freedom, forcefully defending his government's strong support of Israel while promoting its plans for an Office of Religious Freedom.

"We contend that modern anti-Semitism lives in the disproportionate criticism Israel receives, and the refusal to accept its right to exist," John Baird told the annual Religious Liberty Dinner.

"The world cannot take the words of Hamas, Hezbollah and Iran as mere rhetoric and risk appeasing these malicious actors in the same way the world appeased the Nazis .... Under our prime minister, and under this foreign minister, Canada will stand with the Jewish state and people as they struggle to protect their very right to exist."

The Religious Liberty Dinner is a big event in the U.S. capital, attracting VIPs, diplomats from around the world and top-level American lawmakers. Past keynote speakers have included senators John Kerry, John McCain and Hillary Clinton before she became U.S. secretary of state.

Baird was asked to speak at the dinner, organizers said, due to Canada's intention to open a religious freedom office.

But one of the dinner's key sponsors, the Seventh-Day Adventist Church, is vehemently opposed to same-sex marriage and homosexuality, in opposition to Baird's outspoken support of gay rights around the world.

The minister has often assailed other nations for persecuting gays and lesbians. Just this week, he commended the government of Malawi for repealing laws that targeted homosexuals.

Baird didn't touch explicitly on those hot-button issues in his remarks on Thursday at the dinner, held this year at the Canadian Embassy on Pennsylvania Avenue.

But at one point in his remarks, Baird noted: "We cannot be selective in which basic human rights we defend, nor can we be arbitrary in whose rights we protect. We don't compromise on basic rights. Nor do we consider these rights to be the privilege of a select few."

His remarks focused mostly, however, on those persecuted for their religious leanings, not their sexuality.

"Reformers and reformists around the world are literally under daily attack," he said. "In too many countries, the right to believe and practise one's faith in peace and security is still measured in blood spilled and lives lost."

Christians are "far too often" targeted, Baird added.

"In Iran, we have grave concerns about the persistent and serious violations of the rights of Iranian citizens to practise Christianity," he said.

"In Egypt, Coptic Christians have come under frequent attack .... And elsewhere, Roman Catholic priests and other Christian clergy and their laity are driven underground to worship while their leaders are detained by the state."

Canada speaks out and takes action against these "truly egregious situations and abhorrent acts," he said.

It's showing its commitment to the cause by establishing the Office of Religious Freedom, Baird suggested.

The office was part of the Conservative platform in the last federal election, but since then there have been scant details about its establishment.

Prime Minister Stephen Harper has touted the new office, viewing it as an opportunity for Canada to step forward as a high-profile champion of international religious rights. Critics have suggested the office represents a potentially dangerous mix of politics and religion, a charge Baird has dismissed.

The minister didn't offer up many fresh details on the office on Thursday, except to say Canada was consulting with various stakeholders at home and abroad as it worked to set it up.

"As anyone who has ever worked in, or with, government can appreciate, an endeavour like this takes some doing," he said.

"Nothing is easy. And you really only get one chance to get it right .... So we in Canada have consulted widely and listened intently. We are taking the time to get it right the first time, and to set it up for success."

Announcements about the office will be forthcoming "in due course," he added.

And he noted that Canada's diplomatic corps will play a role in its work.

"What most excites me about this new office is how it might help our diplomats around the world support religious freedom," Baird said.

NC pastor says gays should be rounded up

A North Carolina church pastor?s?call for gays and lesbians to be fenced in so they can eventually die off has triggered outrage among gay-rights and anti-hate groups, with one local citizens organization planning a?protest in response.

The Catawba Valley Citizens Against Hate?said it was organizing a peaceful protest against Pastor Charles Worley on Sunday in front of Providence Road Baptist Church just outside Maiden, N.C., ?to tell the world that hate is not welcome in our community.?


The group said the protest would be ?in the ideals of Dr. Martin Luther King and Gandhi.?

?We will not scream, shout or taunt Pastor Worley or his church?s members,? it said on its Facebook page.

The protest organizer, Laura Tipton, who lives in nearby?Hickory, N.C., said she's gotten a tremendous outpouring of support and now expects "400 or more" people to attend.

"I think the message needs to get out, especially because?this is a North Carolina church and North Carolina has gotten a very bad rap," Tipton told msnbc.com. "I think it's important that people know that not all of us feel this way, that there is support for the LGBT community in this state."

Worley?s Mother?s Day sermon suggesting that ?lesbians and queers? should be rounded up to die off?touched off a firestorm after a video of it was posted on YouTube this week by the Catawba Valley citizens group.

The 71-year-old Worley delivered the sermon on May 13, apparently in response to President Barack Obama?s public endorsement a few days earlier of same-sex marriage. Just a day before Obama?s announcement, North Carolina voters approved by a considerable margin a constitutional amendment to ban gay marriage and same-sex civil unions in their state.

In the sermon, an animated Worley told the congregation of his independent Baptist church:

?I figured a way out, a way to get rid of all the lesbians and queers but I couldn?t get it pass the Congress ? build a great big large fence, 50 or a hundred mile long. Put all the lesbians in there, fly over and drop some food. Do the same thing with the queers and the homosexuals. And have that fence electrified so they can?t get out.

And you know what? In a few years they will die out. You know why? They can?t reproduce. If a man ever has a young'un, praise God he will be the first.?

Worley continued, his voice rising: ?I tell ya right now, somebody said, 'Who you gonna vote for?' I ain?t gonna vote for a baby killer and a homosexual lover! You said, ?Did you mean to say that?? You better believe I did!?

Worley could not be reached for comment on Tuesday. Calls to the church office rang busy.

The Last Word: Pastor wants to fence in gays

The church, which is not related to the better-known Providence Baptist Church of Charlotte,?originally placed the video on its website?but later removed it.? The website could not be accessed for much of Tuesday, possibly due to server overload.

Gay-rights supporters and others were quick to denounce Worley.

"I am not part of LGBT community. I am an ally, a heterosexual," said Tipton, a social work student at Appalachian State University. "Whether you are straight or gay, people need to stand up against these messages of hate."

An online petition started by Adam Eyster of Los Angeles called for Worley to step down as pastor.

?This is hands down one of the MOST offensive things I have heard in my time of the LGBT rights movement,? Eyster wrote.

Another petition started by Robert Hare of Jacksonville, Fla., urged?state and?federal prosecutors to charge Worley with ?inciting to commit mass murder?:

"Freedom of speech or religion is one thing, but when you are exhorting people to 'help in the effort to find the best way of killing every gay person on the planet' you have clearly taken a giant step across the line."

?And in a post on MadMikesAmerica, blogger Erin Nanasi wrote:

?Pastor Charles Worley is yet another argument for the abolishment of religion. The evil that pervades the minds and hearts of some of the holiest of the holy, the preachers, priests, reverends and pastors will sicken the most hardy among us and the evil that is Charles Worley stains Christians everywhere, but particularly the congregation of the Providence Road Baptist Church, who applaud the venom that spews from the mouth of this monstrous man."

In the video, Stacy interviews a contractor who says DIY projects gone wrong can end up costing 50 percent more than if the project was done right the first time. So how do you decide? Here?s a checklist?

1. Does the project take specialized knowledge?

Some projects ? like installing an HVAC system ? take more than practice. If the project you?re considering requires a special skill or inside knowledge you don?t possess, hire a professional. Here?s a quick list, although even the DIY projects aren?t necessarily for everyone?

Do it yourself:

  • Painting
  • Crown molding installation
  • Toilet installation
  • Appliance installation
  • Weather stripping
  • Landscaping

Hire a professional:

  • Heating and cooling installation
  • Relocating plumbing
  • Major electrical work
  • Foundation repair
  • Window replacement
  • Driveway paving

2. Will you need special tools?

Many home improvement projects only require the tools you already own, or ones you can rent. If you don?t own them and can?t rent them, don?t buy them. Hire a professional who already owns the tool ? and save yourself the cost of buying an expensive piece of equipment you?ll only use once.

3. Is the project large or in a highly visible area?

If you?re not an expert at doing something in a key area of your home, it may turn out bad and look worse. For example, I built some shelves in my bedroom. They don?t look great, but no one sees them, so I don?t mind. But I wouldn?t have installed the tile in my kitchen. I see that floor every day ? and so do my family and friends. I want it to look professionally done.

4. What would a professional recommend?

If you know a contractor, ask him if he thinks you can handle the project on your own. If not, ask a hardware store clerk. Some clerks know a lot about their specific departments and will give you an honest answer. And while you?re at it, find out if the store offers free or low-cost clinics that teach the skill required.

5. Will the savings be worth it?

In my opinion, spending 45 hours on a project isn?t worth it if I?ll only save $100 off the cost of hiring a professional. I?d rather pay the money and preserve my free time ? but the true cost vs. value of time is up to you. Before making that decision, check out DIYorNot. 6. Is there danger involved?

Making a mess of your entire house isn?t the only risk to a DIY project. In some cases, you could be seriously injured. Don?t risk falling off a roof or electrocuting yourself. Hire a professional.

Take these steps before you hire a contractor ? you?ll save money and aggravation.

  • Look at the right time: Shop?for a contractor in the off-season ? like right after the new year. If the contractor doesn?t have a lot of work at the moment, you?ll get a better price.
  • Get multiple estimates:?Get estimates from three to five contractors. Their prices vary widely, and you?ll find a better deal by shopping around.
  • Choose a contractor you like:?Odds are, you?ll have to see the contractor at least once while he?s working on your project, and probably a lot more. You may even butt heads with him on a decision or two. Things will go smoother if you choose someone you can get along with.
  • Ask for references:?Don?t base your decision entirely on price and who you like the best. Ask for recommendations from friends or family members, or have the contractor provide references you can contact.
